The plan was to give each for connection to a telephone line - some people found themselves without access to a phone - now satellite phones. You have to pay for a phone line installed yet - that's up to the owner. If you rent a house there is usually a phone line - in a hotel, you are free of charge for phone calls, canis pay for calls of a vacation home for month after the call (to help when the bill comes), because there is no telephone at all.
